Quebec’s Bill 2 and Its Impact on Access to Vision Care

The Canadian Ophthalmological Society (COS) expresses deep concern over the passage of Bill 2 by the Government of Quebec. This legislation, which unilaterally concludes negotiations with the province’s medical federations, risks destabilizing a health system already under significant strain and may negatively affect access to essential eye care for Quebecers.

Ophthalmologists provide specialized, often urgent care that protects and restores sight. The success of this work depends on collaboration, respect, and a stable environment that allows physicians to focus fully on their patients. Bill 2 was introduced without sufficient dialogue, creating uncertainty and undermining trust between physicians and the government. Such uncertainty can discourage professionals whose expertise is vital to maintaining quality care across the province.

Even in challenging circumstances, physicians remain deeply committed to caring for their patients. However, sustaining that commitment requires conditions that support and value their work. Measures that weaken morale or drive specialists from practice risk further straining access to timely treatments and increasing wait times for essential care.

The COS respectfully urges the Government of Quebec to engage in renewed and constructive dialogue with the medical community. Collaboration, not legislation, is the path to sustainable solutions that serve both patients and health professionals.

Our Society stands with Quebec’s ophthalmologists and all health professionals who share a commitment to patient care. Vision is one of our most precious senses. Protecting it requires a health system grounded in partnership, trust, and respect.
